The EuroStack Vision

The EuroStack (sometimes spelld "Euro Stack") a strategic blueprint for a comprehensive, sovereign, and interoperable European digital infrastructure. It is not a single product but a complete technological ecosystem encompassing all layers of the digital value chain, from the foundational physical infrastructure — such as semiconductors (chips), compute (cloud, data centers), and connectivity (networks) — to the logical infrastructure of software, platforms, AI frameworks, and data spaces. The core purpose of the EuroStack is to establish European technological independence by federating and enhancing Europe's existing technological assets and capabilities into a cohesive ecosystem built on a foundation of Open Source and open standards, thereby reducing strategic dependencies and ensuring Europe's security, competitiveness, and digital autonomy.

The EuroStack Industry Initiative

The EuroStack Industry Initiative is a movement and informal, non-lobby group comprised of over 200 European digital and technology CEOs, industry participants, tech specialists, economists, and advisors, as well as think tanks, academics, and civil society organizations. The participants contribute in their personal capacity as volunteers.

It was formed out of a shared concern for Europe's growing dependency on non-European digital infrastructure and the decline of its own digital capabilities.

The initiative's plan to achieve European digital independence is built on four core pillars, as detailed in its white paper "Deploying the EuroStack: What's Needed Now":

  1. "Buy European": To drive demand for European technology by transforming public procurement rules to prioritize European suppliers and by creating targeted incentives (e.g., tax credits, certifications) to steer private sector demand towards European solutions.

  2. "Sell European": To enhance the visibility, cohesion, and competitiveness of Europe's digital industry by establishing a Market Intelligence Hub, fostering ecosystem collaboration for integrated solutions, and addressing the skills gap.

  3. "Fund European": To mobilize public and private capital to address the funding gap for European tech companies. The central proposal is the creation of a dedicated "EuroStack Fund" that co-invests with the private sector to catalyze growth.

  4. Embrace Openness: To establish "Openness" as a core, cross-cutting principle for the entire digital ecosystem. This involves championing Open Source Software, mandating enforceable open standards and data portability, and stimulating other digital public goods (like open data and open models) to prevent vendor lock-in and foster collaborative innovation.

The EuroStack Directory Project (ESDP)

What It Is

The EuroStack Directory Project is a comprehensive directory of European-made and European-supported digital solutions, including cloud services, Open Source technologies, and interoperable tools. Our mission is to promote European technological sovereignty by connecting businesses, and public organizations with solutions designed to align with European values of transparency, privacy, and sustainability.

The ESDP is fully aligned, and cooperates, with the EuroStack Industry Initiative on implementing the EuroStack Vision.
